It appears that the timeframe available offered by rental operators are getting shorter - so incentivising quicker response times by operators would help. Maybe a response timeframe rating?

Yes. The car smell was horrible. It is not something related you as a website but I think you need to forward it to the car rentals agency. I emptied a whole can of air freshener. It was so st rong during the trip to Wellington
